Charter for
the Marion County March 2003
Commissioning AuthorityThe Marion County Cultural Coalition Planning Committee (MC3PC) is established by the Oregon Cultural Trust, acting on recommendations from the Marion County Board of Commissioners for members and for a non-profit fiscal agent, pursuant to Oregon Laws 2001, Chapter 954 (HB 2923).
PurposeThe purpose of the MC3PC is to define the structure of a permanent Marion County Cultural Coalition (which may carry a different name) and to develop a cultural plan to guide the coalition in awarding grant funds from the Oregon Cultural Trust to support and protect the culture, arts and heritage of Marion County.
OperationsAs a creation of the state and the county, the MC3PC shall be subject to Oregon laws concerning public records (ORS 192.410-192.505) and public meetings (ORS 192.610-192.690).
The MC3PC shall designate officers consisting of a chair, vice-chair, secretary and treasurer. Minutes of each meeting shall be produced and distributed to interested parties including the Marion County Board of Commissioners and Chief Administrative Officer.
Decisions shall be made by consensus or a majority of all members. A quorum for conducting business shall be a simple majority of all members.
Efforts will be made to ensure that all members of the committee and all members of the public wishing to be heard by the committee shall be encouraged to state their suggestions, concerns and opinions on proposals for committee action.
Time FrameThe MC3PC will be established in January 2003. A non-profit group to serve as fiscal agent will be selected as early as possible and submitted to the Marion County Board of Commissioners and the Cultural Trust for approval in order for the MC3PC to begin receiving state planning funds scheduled to be available in February or March 2003.
ReportingThe MC3PC will develop and submit to the Cultural Trust by October 1, 2003, a plan outlining what the coalition’s goals will be, how and why the goals should be achieved, identifying annual benchmarks for determining the impact of grant funds, specifying how grant funds will be managed, and delineating how ongoing planning and development of benchmarks will occur. The draft plan should be broadly disseminated for public review, discussion and suggestions for revision before being submitted to the Cultural Trust, with a copy conveyed to the Marion County Board of Commissioners and copies made available to all interested members of the public. The plan should stimulate cultural programs and collaborations and provide particularly for encouragement of new groups and individuals, as well as well-established ones, to apply and be considered for grant awards.
ResourcesThe Oregon Cultural Trust, upon establishment of the MC3PC, naming of a fiscal agent and availability of funds, will release planning funds estimated at up to $20,000 to support the committee’s work. When the successor Marion County Cultural Coalition is established, it will be eligible for funds from the Oregon Cultural Trust to support its work and award grants. Marion County will not contribute to or be responsible for funds for the planning committee, beyond agreed upon staff time and initial costs estimated at $300 for copying materials, or for the coalition.
MembershipThe planning committee shall consist of 15 to 17 members broadly representative of cultural groups and geographic areas of Marion County and include one Marion County official or employee.
